My lower denture doesn’t fit comfortably. Can I request a new one?

Q. Ten months ago I had a partial lower denture made, my dentist recently had to file the denture to make it more comfortably, now it is too loose and wil not fit properly. I am about to have an upper partial denture made to replace a crown that fell out that can’t be replaced. As an NHS patient can I request a new lower replacement under this course of treatment with an NHS upper banding cost of £198 as this lower denture is now causing a problem,

hello, i have had my bottom front 4 teeth out and dentures put in, there were two more teeth that were decayed but the dental technition left them in. this was on Friday the 25th October 2013.
i flew to spain on the 26th (Saturday). by the Monday i was not able to wear my dentures because of an infection. this was very sore and my mouth swelled up so much that the skin under my tongie was raised as high as my teeth.
on the 6th November i returned to the dentist to have my new top dentures relined as these didnt fit at all and were so big that they just dropped down to my lower jar and would not stay up at all. but because of the infection my dentist gave me antibiotics for a week, i went back and she extracted another two teeth at my request as these had been very painful due to the decay and asked me to return on the 12th December, for the relining of my top teeth once everything had calmed down. (i have worn top dentures since i was 16 years old) i am now 55 years old so i am not new to dentures.
On the 21st of November i returned to the dentist as i could not get my lower dentures to fit at all. The dentist took a look and said they dont fit anywhere and started to file them down in different places. (she had 4 attempts at this) i was quite happy when i left as they (even though very loose) felt better as they were now sitting in place. Within a short space of time my dentures on my right hand side would not sit in place. i placed some fixadent on hey presto they were in place . This also was short lived as the dentures started to rise again on my right hand side, i struggled and perciveared with them but after an hour they were so aggrivating i had to take them out again. i am noew on my fith day since my last visit and still i cannot keep my teeth from rising on my right hand side. i feel as though the teeth are mine but the gums belong to someone else (as the dentist said they dont fit anywhere). what are my rights to having a new lower denture made and am i entitled. From a very fustrated Rubz.
