should i be able to be guided by the amount of teeth on the partial dentures?

Q. I would like dental implants to fill in gaps on my upper jaw that are currently filled with partial dentures. There is one gap on each side of the mouth. On the partial denture there are two teeth together. However, the dentist I saw about implants said I needed three each side. I would like to get a second opinion but the consultation cost each time is putting me off. Should I be able to be guided by the amount of teeth on the partial denture? Thanks
