My 15 year old daughter has had braces and her gums are really swollen is it normal?

Q. My question is my 15 year old daughter has had braces for the last 12 months and her gums are really swollen her dentist and her ortho. did not seem concerned, but my questions is.is it ok not treat her for the swelling. thank you
