I had a porcelain veneers on the NHS and it is stained where do i stand regards veneer replacement

Q. I had porcelain veneers put on my four upper front teeth about ten years ago on the NHS. My dentist at the time said that the staining on my teeth was caused by a brace I had as a child that hadn’t been maintained properly by the orthodontist. He felt that as the NHS caused the problem, then they should fix it. Where do I stand with regards to having these veneers replaced? Would the NHS pay for replacements, as they caused the damage requiring them in the first instance? (unfortunately I’m currently not working) Thanks
