Currently they are yellow and decayed but im wanting to be able to smile and not hide what teeth i have

If your teeth are yellow naturally or stained, they will not go white with brushing alone. You will need to get your teeth whitened. But if your teeth are decayed, you need to ensure you have these teeth repaired and stabilised before whitening as this can cause sensitivity.
Once you have the decay removed and have your teeth whitened I am sure you will be able to smile with pride.
