How can I get an ‘adult’ smile without having all of my teeth removed?

hi, i am 21 years old and still have most of my milk teeth, only my front two teeth managed to grow. i have tried with other dentists to build my teeth up, but my bottom teeth get in the way, even with the help of braces, my teeth are very gappy and small, have you any ideas on how i can get a nice ‘adult’ smile, without having to have all of my teeth removed?
