A. I would be cautious about a apicectomy as the number of good reasons to have one have reduced.  Ideally I would reroot treat if possible and then review. the problem with apicectomies is that the failure rate is around 50% over 5-10 years and the bone left after a failure is often comprimised as an implant site. ( you can still have an implant but it tends to be harder work)
I would be happy to review your options in more detail  for the cost of one small radiograph.
