Dentist says braces will not improve teeth but is this true?

Q. I had braces when i was 14 for 2 years, and had lovely straight teeth after that. Few years later my upper front teeth started protruding again, and i had braces again. I am now due to have them taken off, but the front two teeth are still visibly protruding. I have been told that nothing can be done as asian jaws are like that, and my teeth cannot be further straightened. Is this true? Should i seek a second opinion? What confuses me is that if that asian jaw theory is correct, my first set of braces would not have given me straight teeth.,
A. Maybe the terms are a little confusing. The limit how far teeth can be moved is determined by where the jae bone is and you facial bones will have changed a little. However a second opinion doesnt hurt.

Is that true that our bone structure will change dramatically after having braces, cause I look totally different before and after I had my braces on, my jawline looked smaller thus effect my forehead and temple area, and my eyes looked sunken in
