Can my upper lip be tightened?

Q. Hello Was wondering if you can kindly give me advice. I have a short upper lip which means my lips do not meet when I relax & consequently I always show my upper teeth. I have previously had Orthodontic & jaw surgery but my lips still do not meet. Is there a procedure where I can have my top lip lengthened? If so, can you provide me with details & where I have could have this done. Thanks for your help
