Is it normal that daughter has been given retainer before braces?

Q. Hello,my daughter had been waiting two years for a brace. The first year we found she had never actualy been refered which was a mistake on the dentist part. We were quickly sent to an orthodontic’s who said due to funding it would be 12-18mths. This was April 2009. I went back in January 2010 and was told there was no funding for the next year on complaining and discussing the situation. I was told that they would fit a brace today 2/2/10 on going today they have fitted a removable retainer for 6-9mths. Is this normal practice, she will then have to have a fixed brace for 12-18mths. I thought retainers were fitted at the end. Please answer honsetly as I feel misinformed.,
A. It is normal for fixed braces to be put on the teeth for 12 – 18months and is always recommended to wear a retainer after treatment. Depending on the original positioning of the teeth sometimes the retainers need to be worn for the rest of their lives. Justin Glaister
