Dental Implant
I have had a dental implant consultation and I had x rays, thickness of bone measured, moulds taken. I recieved the quote today and the dentist stated that he did not think I needed bone grafting done for the implant, but he would not know for certain until he opens up my gum to carry out implant work, is this true?
As the bone grafting would be additional cost, quite substantial, is of concern to me.

Yes this is correct.
While the dentist does not think there will be a need for grafting this
cannot be categorically stated until the bone is exposed during the
implant placement.
I would discuss your concerns with the Implantologist who can best
advise on the likelihood of grafting being required
