What is the best treatment choice for discoloured teeth, veneers or whitening?

Hello, I am a 21 year old student. I have had discoloured teeth for as long as I can remember. Because of this as a child I neglected my teeth and they just got worse. As I got older I started looking after them more and but I am still ashamed of how bad they are. To help me with confidence issues I need something done to improve my smile. I am thinking about getting veneers, or whitened but not sure whether whitening would do the trick as I let them get so bad. I don’t know where to start. How do I go about assessing my options?

If the teeth are well aligned, attractive proportions and not blemished by large fillings or internal marks then whitening is often a good start . Otherwise investigate veneers if problems with the previous criteria of difficulties wearing whiting trays / sensitivity.
Generally speak with a couple of dentists to get some options.
