NHS dentist said they won’t give my brother braces as they only overlap by 3mm. Is this true?

Q. Recently my brother has been to the orthodontist to have his teeth assessed as they overlap throughout his mouth. He has been told by them that he does not qualify for braces on the NHS as they only overlap by 3mm?? Although he is 14years old. I have read on the NHS website that you can still qualify for free braces if your teeth and 4mm or under? Is this true?,
A. You can refer to the IOTN score several components are involved but 3mm is mild. Rob
