My front two teeth have been chipped is veneers the only option in nhs?

Q. My front two teeth have been chipped and when i first visited my dentist i asked whether he could tidy them up so i wasnt so self concious about them, i told him veneers were not an option due to the cost, iwa visiting him as an nhs patient. he said when i came back to have a back filling replaced he would put white fillings on my front teeth to make them stronger and more presentable. on my return he replaced my old filling at the back and said he couldnt put a filling in the front as it probably wouldnt hold very long and it would possibly break my teeth if it fell out, and my only option was veneers. i feel very disappointed as i was looking forward to being more confident smiling, in the back of my mind i feel it was because i was an nhs patient should i complain or just accept it.

A. If it is cosmetic treatment then it might not be availalbe on the NHS. perhaps you should get a 2nd opinion from another dentist to see what they can do
