What should I do about gum recession?

Hi,
I have some gum recession behind my lower front two teeth, probably from 10 years of smoking. I have since given up and endeavour to keep my teeth in good health. Both teeth have some slight movement in them, one a very small amount and the other less than a millimetre, but concerning nonetheless. Can one get gum grafting in the UK and would this help?

My name is Jack, Im 25 years old and I’m a British National currently working and living in Amsterdam, The Netherlands.
Ive had an extensive history of teeth issues ranging from Plastic Coating on my teeth at a young age, smashed front teeth from a sporting accident, fillings galore and finally during my Masters degree at University several years ago I unfortunately developed Vincents Disease / Acute Necrotic Ulcerative Gingivitis.
Thankfully it was caught in time and I have not lost any teeth. I have had veneers across the top front four teeth to aesthetically improve my smile due to blunted papillae.
I have damage to my lower gums and to be honest, after paying £3.5k for my Veneers I am still not happy with my smile.
I have been looking at Gum Specialists in the USA and Canada who offer microsurgical gum regenerative / restorative techniques.
I have visited countless Dentists in the Uk, most of which have said what I want doing is not possible however my research indicates it is possible.
Would anyone know any Gum Specialists / Peridontists versed in these areas that are based in the UK or Europe before I contact my US sources?
Any advice / help would be greatly appreciated.
