Could I Still Have Implants with an Impacted Tooth?

Q.
I need an expert’s opinion on implants. If I can have implants it wont be straight forward as I have a second tooth in the
roof of my mouth which never descended when my milk tooth eventually fell out when I was 35 years old .I was told that I was too old to have the tooth removed from top of my mouth. Now at the age of 63 I need implants and wonder if it would get the way. I feel only an expert would be able to deal with this.
