Are veneers necessary to hide the white spots on my teeth?

Hi

My two front teeth have white spots on them which become really visible when I eat certain foods or drink. Do you think veneers are necessary or do you think teeth whitening would be sufficient.

If veneers would be the best treatment do you recommend lumineers?
